We are looking for a driven and capable Bid Manager to lead strategic, complex bids and proposals across our growing portfolio of projects in the United States and the Middle East.


You will play an integral role in owning the full bid lifecycle, developing competitive win strategies, leading multidisciplinary proposal teams, and delivering compelling, compliant, and commercially aligned submissions.

RESPONSIBILITIES:


  • Lead the full bid lifecycle from opportunity qualification, EOI, RFQ, and RFP review through final submission and post-bid review.
  • Develop bid strategies, win themes, value propositions, and competitive positioning in collaboration with leadership.
  • Lead bid kick-offs, proposal plans, responsibility matrices, timelines, and structured review processes.
  • Analyze RFP/RFQ requirements, evaluation criteria, compliance obligations, and commercial risks.
  • Lead the development of technical and commercial proposals for complex consultancy and infrastructure projects.
  • Coordinate multidisciplinary teams, senior stakeholders, commercial teams, subconsultants, and external partners.
  • Review and enhance proposal content to ensure clear, compelling, client-focused responses.
  • Support pricing strategy, resource planning, man-hour development, and technical-commercial alignment.
  • Manage multiple concurrent bids, including framework bids and large-scale consultancy tenders.
  • Maintain and improve bid libraries, templates, case studies, and proposal processes.
  • Lead post-bid reviews and analyze bid outcomes, client feedback, and win/loss trends.
  • Support and mentor the bid and proposal team members.

QUALIFICATIONS


Required Qualifications:


  • Bachelor's degree in Engineering, Construction Management, Business Administration, or a related field.
  • 8+ years of progressive bid, proposal, or tender management experience with proven ownership of the full bid lifecycle.
  • Proven experience working within a Tier 1 international engineering, project management, or construction consultancy is required.
  • Proven experience managing complex, multidisciplinary bids and large-scale consultancy tenders.
  • Strong experience in win strategies, win themes, proposal positioning, and structured bid methodologies.
  • Strong technical and commercial proposal development experience.
  • Experience coordinating senior stakeholders, multidisciplinary teams, and external partners.
  • Good understanding of pricing, resource planning, man-hour estimation, and technical-commercial alignment.
  • Advanced MS Office skills and familiarity with CRM or bid management tools.
  • Exceptional communication, technical writing, stakeholder management, and leadership skills.

Preferred Qualifications:


  • Experience with data center, mission-critical, advanced technology, or complex infrastructure projects.
  • Experience supporting bids across the United States and the Middle East.
  • APMP or equivalent bid/proposal management certification.
  • Experience with proposal design and formatting tools.
