Goldbelt Glacier is committed to providing transformative and comprehensive health operational capabilities to support customers across scientific, clinical, technological, and program management areas.


Summary:


As a part of the Goldbelt Glacier Team, you will be supporting the Naval Logistics Command with medical services for active-duty military personnel, their dependents, eligible DoD civilian employees, and other eligible beneficiaries designated by the Government. As a HealthCare Worker (HCW), you will be assigned to either a Military Treatment Facility (MTF) or other Federal medical treatment facilities in Japan.

Responsibilities

Essential Job Functions:


  • Translate Japanese characters to English and English language documents provided in MS-Word, Adobe Acrobat format or hard copy into Japanese language documents in MSWord or Adobe Acrobat format in 3 days or less after individual Delivery (task) orders released.


  • The Contractor shall provide sections of the translations to the Government. The document shall be MS-Word format or Adobe Acrobat in CD Rom or sent via e-mail. Contractor may provide more than one section of translated material to the Government at the same time.


  • The Government will inspect the translated documents for accuracy within ten (10) calendar days after delivery. E-mail address of the Government personnel to whom delivery shall be made will be provided at the time of contract award.


  • Any documents found to be inaccurate by the Government shall be redone by the Contractor at no additional cost. The Contractor shall correct and deliver corrected materials within two (2) business days of receipt of the Government’s identified deficiencies.


  • Review and translate medical information from written Japanese into written English as well as English into written Japanese for the following patients: (a) Tricare eligible patients; (b) Non Tricare eligible for urgent or emergency services. For all other cases eligibility waiver will be reviewed on a case by case basis.


  • Documents to be translated include but are not be limited to: Host Nation facilities and official medical reports from U.S. Navy Medicine Readiness and Training Command Yokosuka providers.


  • Translation of materials that are in MS-Word, Adobe Acrobat, and other popular software formats. Occasional translation from hard copy documents may be required, but in most cases, materials will be provided in MS-Word or Adobe Acrobat electronically via e-mail or other electronic means.


  • Perform formatting as required in order to make the appearance of the material consistent throughout the document. This service is for translating medical documents from written Japanese to English and English to written Japanese.


  • Estimated number of Japanese characters is 390,000 (estimated at 250 documents) per year (Kanji, Hiragana and Katakana).  Maximum order quantity per day: two (2) documents and ten (10) documents per week.


  • Translation of English to Japanese is 5,000 words or (10,000 characters in Japanese) to be translated in Japanese (Kanji, Hiragana and Katakana) characters. Estimated number of documents to be translated is 60.


  • Translate medical statements and documents for outpatient, inpatient and emergency procedures to take to Japanese clinics and doctors. 
  • Translate meetings between Operations and Patient Administration (TOPA) staff, Referral Management Office (RMO) staff, executive staff, and off-base Japanese facilities concerning agreements for proper patient acceptance and billing of medical care given to our patients. 
  • Translate medical/clinical information written in English and/or Japanese for patients. These translation duties may include translating documents and information received from medical professionals in the Japanese community. Translated documents will be uploaded into the Electronic Health Record. 
  • Translate Japanese technical medical information with Japanese case manager and/or provider(s)’ oversight into English for various projects and programs. 
  • Translate for the executive staff, medical providers, case managers and other personnel, as required and after visiting hospital or transfers of patients’ off-base. 
  • Translate emergency diagnostic tests and treatment and any medically related information that requires translation by the MTF. 
  • Translate payment procedures to off base facilities and provide necessary paperwork required by off-base facilities. 
  • Liaison Tasks/Translation. (For routine/non-emergent off-base medical appointments).
  • Function as the primary patient transfer liaison between medical disaster teams and accepting Japanese medical facilities, as needed, during Emergency Management (EM) scenarios and exercises. 
  • Serve as the translator between staff and patients that only speak Japanese.
  • Be the point of contact in collaboration with the TRICARE Case Managers (CM) for base physicians during patient hospitalization at Japanese facilities. 
  • Obtain daily/periodic medical reports and distribute them to the appropriate office(s) and/or personnel within 72 hours. In the event that the CM requires translation services to be expedited due to urgency, they may require additional personnel. Every effort should be made to meet required timelines specified through this PWS and those requested by the CM for urgent requirement.  
  • Coordinating patients referred to Japanese medical facilities at least 48 hours prior to the scheduled time, meeting the patients at the TRICARE lobby for the first time. Then, escort patients to the host nation hospitals, coordinate services required, provide translation and interpretation services as required, and facilitate quality medical care. For a follow- up escort, meeting off base or at the referred Japanese medical facilities if feasible is permitted. 
  • Translate all required information to facilitate the transfer, in-processing, care and out- processing for all patients requiring medical care at Japanese medical facilities. 
  • Provide feedback within 72 hours to provider(s), TRICARE case manager(s), Referral Management Staff, and any other Military Treatment Facility (MTF) personnel as required using DD Form 2161 on any translation activity dealing with the transfer of patients during and after patient care is rendered. This will include translating Japanese provider(s)’ information to and from the patient and Kadena provider(s). 
  • Request patients to complete a comment card as a measure to evaluate performance.
  • Emergency Response (Transfer and Escort). Personnel shall accompany the MTF medical team during emergencies. 
  • Provide On-call services. On-call services performed will be the same duties as the On-site MT.
  • Gain access to the International SOS TRICARE Portal in order to familiarize themselves with an assigned patient’s off base referrals, authorization, and other information.
  • Upload documents for translation and upload the translations into the Electronic Health Record in accordance with 18 MDG work practices for documents that are not translated. 
  • Shall be available twenty-four (24) hours a day, seven (7) days a week to include U.S. Federal and Japanese Legal Holidays. The Government will coordinate all On-call services with this individual(s).

Qualifications

Necessary Skills and Knowledge:


  • Shall read, write, speak, and understand the English language fluently
    and maintain good communication skills with patients and other health care
    personnel.
  • Shall be physically capable of standing and/or sitting for extended periods of
    time and capable of performing all services required under the task order.
  • Shall be in good standing and under no sanction or suspension by the Federal Government.
  • Shall represent an acceptable malpractice risk to the government.
  • Fluency in both the source and target languages, including medical terminology, to ensure accurate and effective communication between healthcare providers and patients
  • In-depth understanding of medical terminology to accurately interpret and translate medical concepts, diagnoses, and treatments.
  • Comprehensive knowledge of health literacy principles to ensure patients understand their medical information and instructions.
  • Understanding of HIPAA regulations to maintain patient confidentiality and privacy during translations

Minimum Qualifications:


  • Must be proficient in English and Japanese. All employees performing services shall be proficient in understanding (reading, speaking, listening, and writing) English. They shall be capable of effectively communicating with patients and MTF staff. Knowledge of medical terminology is required.
    • Both English and Japanese Proficiency test results are required to the Contracting officer within 5 days of contract award
      and when a new hire is hired.
  • Shall have taken Medical Terminology course with a grade “C” or above or worked as a full time Medical Translator for at least one (1) year.
  • Must be a US citizen.
  • Shall be in good standing, and under no restrictions, with the state licensure board in
    any state in which a license is held or has been held within the last 10 years.
  • Shall possess and maintain current certification in either the American Heart
    Association BLS for Healthcare Providers or American Heart Association Healthcare Provider
    Course. HCWs not who do not hold current certification must acquire certification prior to
    initiating contract performance.
  • Shall be current with and have completed all continuing education requirements
    specified by their professional licensure or certification.

Preferred Qualifications:


  • A thorough understanding of the military lifestyle and experience working with military family members.
  • Working knowledge of relevant military, state, federal, and local laws and resources.
  • Highly developed written, oral, and presentation communication skills.
  • An active security clearance is preferred.
