Black & Grey HR is seeking an HSE Team Leader to join the client's offshore project delivery team on a permanent basis. You will lead the HSE function across assigned offshore operations, vessel activities, project sites, and shore-based facilities, ensuring compliance with ADNOC requirements, UAE regulations, and company HSE management systems. The role will drive proactive safety culture, provide HSE leadership to operational teams, and ensure effective implementation of safety standards across all project activities.
This is a permanent position based in the UAE, supporting offshore campaigns, vessel operations, and yard activities as required. The successful candidate will provide strategic HSE direction, manage safety performance, and work closely with project leadership, clients, and regulatory stakeholders to maintain a safe and compliant working environment.
KEY RESPONSIBILITIES
1. HSE Leadership & Operational Support
- Lead the HSE team by providing direction, coaching, and performance oversight to HSE officers and advisors
- Develop and implement HSE plans, procedures, and risk management processes for offshore campaigns, vessel operations, and yard-based activities
- Provide visible HSE leadership across project sites through engagement, safety observations, and proactive safety initiatives
- Support operational teams in implementing company HSE requirements and maintaining compliance with project safety standards
- Promote a strong safety culture through workforce engagement, awareness programmes, and continuous improvement initiatives
2. Risk Management & Compliance
- Review and approve risk assessments, method statements, Permit to Work (PTW) systems, and SIMOPS plans for operational activities
- Ensure compliance with ADNOC HSE requirements, UAE regulatory frameworks, IMCA guidelines, and company HSE management systems
- Conduct and coordinate HSE inspections, audits, workplace assessments, and compliance reviews across offshore and shore-based locations
- Monitor HSE performance indicators, leading indicators, and operational trends; provide reports and recommendations to management
- Ensure personnel competency, training requirements, and certification compliance are maintained across operations
3. Incident Management & Stakeholder Interface
- Lead incident investigations, including root cause analysis, corrective action tracking, and regulatory reporting requirements
- Manage emergency response coordination and support incident management processes when required
- Interface with client HSE representatives, ADNOC HSE teams, regulatory authorities, and other stakeholders on HSE matters
- Develop and deliver HSE training programmes, toolbox talks, and safety awareness initiatives
- Drive lessons learned and continuous improvement initiatives following incidents, audits, and operational reviews
RequirementsEducation
- Degree or diploma in HSE Management, Engineering, Occupational Health & Safety, or a related discipline from a recognised institution
- NEBOSH International General Certificate (IGC) is mandatory
- NEBOSH Oil & Gas Certificate or equivalent qualification is preferred
Experience
- 8–12 years of experience in HSE roles within offshore, marine, subsea, or oil & gas operations
- Minimum 3 years of experience in an HSE supervisory or leadership capacity
- Proven experience managing HSE activities across offshore campaigns, vessel operations, project sites, and shore-based facilities
- Strong knowledge of offshore safety management systems, risk assessment processes, PTW systems, and SIMOPS management
- Experience conducting incident investigations, audits, inspections, and safety performance reviews
- Experience working with ADNOC projects or ADNOC-approved offshore operations is a strong advantage
Skills and Competencies
- Strong leadership and team management skills with the ability to influence operational teams
- Excellent understanding of offshore HSE standards, regulations, and industry best practices
- Strong incident investigation, reporting, and root cause analysis capabilities
- Ability to manage multiple operational priorities in a fast-paced project environment
- Effective communication skills with offshore crews, management teams, clients, and regulatory authorities
CERTIFICATIONS REQUIRED (Please attach the below certificates)
- NEBOSH IGC or NEBOSH Oil & Gas — mandatory
- IOSH Membership — required
- BOSIET or HUET — must be valid and current. Candidates with expired offshore safety certifications will not be shortlisted. - ADNOC HSE Passport — held or ability to obtain
- Incident investigation certification (TapRooT / ICAM) — advantageous
- Additional offshore safety, environmental, or occupational health certifications advantageous
