Job Objective
To ensure that all procured materials, equipment, and vendor services meet ADNOC project quality requirements by establishing, implementing, and monitoring procurement quality assurance and control processes on behalf of the Project Management Consultant (PMC). The role is responsible for overseeing EPC contractor and vendor compliance, minimizing quality risks in the supply chain, and ensuring that all procured items conform to project specifications, international standards, and contractual obligations.

Responsibilities:
Procurement Quality Oversight
- Lead procurement quality assurance and quality control (QA/QC) activities across all project phases including FEED, detailed engineering, procurement, and construction.
- Ensure EPC contractors implement approved Procurement Quality Plans (PQP) and Vendor Quality Surveillance Plans (VQSP).
- Review and approve vendor quality documentation including Inspection and Test Plans (ITPs), Quality Control Procedures, and Manufacturing Quality Plans.
Vendor Evaluation & Surveillance
- Participate in prequalification and technical evaluation of vendors from a quality perspective.
- Conduct vendor audits, assessments, and surveillance activities to ensure compliance with project specifications and international standards.
- Monitor vendor performance and identify potential quality risks within the supply chain.
Inspection & Expediting Support
- Coordinate and oversee third-party inspection agencies and ensure inspections are conducted as per approved ITPs.
- Witness key inspections, tests, and Factory Acceptance Tests (FATs) for critical equipment and materials.
- Ensure timely resolution of quality issues to avoid delays in procurement and delivery schedules.
Quality Assurance & Compliance
- Ensure all procured items comply with ADNOC standards, project specifications, and applicable international codes (e.g., ISO, API, ASME).
- Verify material certification, traceability, and documentation prior to shipment and site delivery
- Ensure proper handling, preservation, packing, and transportation requirements are me
Non-Conformance & Corrective Actions
- Manage non-conformance reports (NCRs) related to vendor and procurement activities
- Ensure root cause analysis is conducted and corrective/preventive actions are effectively implemented
- Track and close out quality issues in coordination with EPC contractors and vendors
Interface & Coordination
- Liaise with engineering, procurement, construction, and quality teams to ensure alignment on quality requirements
- Interface with ADNOC stakeholders and provide updates on procurement quality performance
- Support construction and commissioning teams in resolving material-related quality issues
Reporting & Continuous Improvement
- Prepare regular procurement quality reports, KPIs, and dashboards
- Identify areas for improvement and implement best practices in procurement quality management
- Contribute to lessons learned and continuous improvement initiatives

Expected
- Bachelor’s degree in Engineering (Mechanical, Materials, Industrial, or related discipline)
- Minimum 15 years of experience in procurement quality, vendor inspection, or QA/QC within the oil & gas industry
- Proven experience in PMC/EPCM roles on ADNOC projects or similar Middle East projects
- Strong knowledge of procurement processes, vendor quality management, and inspection practices
- Familiarity with international standards such as ISO 9001, API, ASME, and relevant ADNOC specifications
- Experience in vendor audits, inspection coordination, and quality surveillance
- Strong understanding of material traceability, certification, and documentation requirements
