Summary:


We are seeking an experienced Country Program Manager to oversee infectious disease surveillance and biomedical research activities within an assigned African country. This position serves as the operational lead responsible for coordinating surveillance sites, research activities, laboratory operations, partner relationships, logistics, and program execution in support of Walter Reed Army Institute of Research (WRAIR)-Africa.


The Country Program Manager serves as the primary liaison between Government leadership, host nation partners, military medical organizations, research institutions, and contractor personnel to ensure successful execution of surveillance and research initiatives.



Responsibilities

Essential Job Functions:


  • Manage day-to-day surveillance and research activities within the assigned country.
  • Coordinate operations at clinical, laboratory, military, and surveillance sites.
  • Lead multidisciplinary teams supporting infectious disease surveillance and research.
  • Coordinate specimen collection, processing, storage, and shipment.
  • Monitor project schedules, staffing, budgets, and deliverables.
  • Develop and maintain strong relationships with Ministries of Health, Ministries of Defense, universities, military hospitals, and research partners.
  • Ensure compliance with research protocols, human subjects protections, biosafety standards, and applicable host nation regulations.
  • Support outbreak investigations and rapid response activities.
  • Assist with proposal development, project planning, and implementation of new surveillance activities.
  • Provide routine program updates, technical reports, and performance metrics to Government leadership.

Qualifications

Necessary Skills and Knowledge:


  • Excellent organizational, communication, and leadership skills.

Minimum Qualifications:


  • Bachelor's degree in Public Health, Biological Sciences, Life Sciences, Healthcare Administration, or related discipline.
  • Minimum two (2) years supporting biomedical research, infectious disease surveillance, clinical research, or public health programs.
  • Experience managing international or geographically dispersed projects.
  • Experience working with multidisciplinary teams and external stakeholders.
  • Must successfully complete a Tier 1 National Agency Check with Inquiries (NACI) (or applicable host-nation equivalent) as part of the onboarding process.
  • Travel: Frequent travel within assigned country and occasional travel throughout the AFRICOM Area of Responsibility
