Job Summary
We are seeking a highly motivated and experienced Planning Engineer to support the planning, scheduling, monitoring, and reporting of infrastructure projects within the Drainage Network Operations & Maintenance (DNO&M) environment. The successful candidate will play a key role in project performance management, cost forecasting, schedule control, stakeholder reporting, and contractor performance evaluation, ensuring projects are delivered efficiently and in line with organizational objectives.
Key Responsibilities
Project Planning & Scheduling
- Develop, maintain, and update project schedules for all DNO&M projects using Primavera P6 and other project management tools.
- Create project baselines and regularly update project progress to ensure accurate performance tracking.
- Review pre-flight framework schedules during procurement processes and identify delays, critical activities, and one-month look-ahead forecasts.
- Conduct schedule reviews and delay analysis for framework and non-framework projects across all project stages.
Performance Monitoring & Reporting
- Prepare and issue the Works Program Report (WPR), highlighting project performance, identifying high-risk projects, and supporting decision-making to improve project outcomes.
- Produce section-specific reports detailing project scope, cost performance, contractor compliance, and risk exposure.
- Prepare and present executive-level reports for senior management and stakeholders.
- Report the status and performance of all ongoing projects to the Engineering Services Department.
Cost Forecasting & Financial Support
- Prepare Cost Forecast Reports to support financial planning and budgeting activities.
- Monitor project expenditures and forecast budget performance to help ensure departmental financial targets are achieved.
- Identify potential financial risks and recommend corrective actions when required.
Business & Stakeholder Reporting
- Prepare the Business-as-Usual (BAU) Report, consolidating:
- Key Performance Indicators (KPIs)
- Asset Management Reports
- Financial Reports
- Works Program Reports
- SHEQ (Safety, Health, Environment & Quality) Reports
- Internal operational issues and challenges
- Support stakeholders with accurate and timely project information to facilitate effective decision-making.
Project Controls & Risk Management
- Conduct section review meetings to evaluate high-risk projects and identify required interventions for performance improvement.
- Maintain and update the Hit and Miss Portal to ensure approved baselines, variation orders, and project changes are properly recorded and monitored within designated timelines.
- Prepare pre-flight delay analysis reports and presentations, including recommendations for mitigation and recovery measures.
Contractor Performance Management
- Prepare supplier and contractor performance reports using established scorecards and performance metrics.
- Monitor contractor compliance with project requirements, schedules, and performance expectations.
- Support continuous improvement initiatives by identifying trends, risks, and opportunities across contractor portfolios.
Skills
Qualifications & Requirements
Education
- Bachelor's Degree in Engineering or a related discipline.
- Degree obtained from North America, Western Europe, or Australia is preferred.
- Internationally recognized Project Management qualification is preferred.
- Chartered Membership in a relevant professional discipline is an advantage.
Experience
- Minimum 10 years of cumulative experience in planning, project controls, or a related field.
- Proven experience in project management and the coordination of complex, multi-contractor projects.
- Experience in capital project management, performance reporting, stakeholder management, and investment planning.
- Strong analytical, reporting, and presentation skills.
- Experience working in multidisciplinary organizations, preferably within the Middle East.
