Job Summary
We are seeking an experienced Quantity Surveyor to provide commercial, contractual, and cost management support across infrastructure, operations, and maintenance projects. The successful candidate will be responsible for cost estimation, tender preparation, contract administration, valuation of works, financial monitoring, and ensuring projects are delivered in accordance with contractual and commercial objectives.
This role requires a strong understanding of industry-standard forms of contract, cost control methodologies, and quantity surveying best practices, with the ability to work collaboratively with project managers, contractors, consultants, and key stakeholders.
Key Responsibilities
Cost Estimation & Budget Planning
- Provide reliable cost estimates and commercial advice to Project Managers and business leaders using appropriate valuation techniques, cost databases, and operational cost analysis.
- Prepare preliminary cost plans and estimates during project development and tender stages.
- Conduct technical and economic assessments of design alternatives and advise on their financial implications.
Tendering & Procurement Support
- Prepare Bills of Quantities (BOQs) for project tenders.
- Review quantities, specifications, and pricing to ensure accuracy and cost effectiveness.
- Support the preparation of tender documentation and procurement packages.
- Provide advice on appropriate contract pricing and procurement strategies.
Contract Administration
- Assist in drafting and reviewing contract documents.
- Advise on contract types, special conditions, and contractual arrangements.
- Evaluate tenders and provide recommendations regarding commercial and contractual matters.
- Ensure compliance with contract conditions and safeguard organizational interests throughout project execution.
Cost Control & Financial Management
- Monitor project costs and expenditures against approved budgets and contracted amounts.
- Prepare and assess interim payment certificates, variations, and final accounts.
- Maintain accurate cost reporting and forecasting throughout the project lifecycle.
- Identify cost risks and recommend mitigation measures to ensure financial performance objectives are achieved.
Valuation & Commercial Assessment
- Evaluate contractor deliverables and measure completed works for payment purposes.
- Monitor work-in-progress and verify completed quantities in collaboration with Project Managers and business leaders.
- Determine the valuation of contractual deliverables and ensure equitable assessment under contract conditions.
- Support the fair and timely settlement of project accounts and claims.
Stakeholder & Contractor Management
- Work closely with Project Managers, contractors, consultants, and suppliers to monitor project progress and contractual compliance.
- Provide commercial guidance and contractual advice throughout all project stages.
- Support dispute avoidance and resolution through proactive contract management and stakeholder engagement.
Skills
Qualifications & Requirements
Education
- Bachelor's Degree in Quantity Surveying, Engineering, Construction Management, or a related discipline.
- Degree obtained from North America, Western Europe, or Australia is preferred.
- Professional accreditation from a recognized institution such as RICS or equivalent is highly desirable.
Experience
- Minimum 10 years of cumulative experience in quantity surveying, cost management, or a related field.
- Experience working within a multidisciplinary organization, preferably in the Middle East.
- Proven experience in infrastructure, operations, maintenance, and capital projects.
- Strong commercial awareness and contractual knowledge.
Technical Knowledge
- Sound knowledge and practical experience of:
- FIDIC Contracts
- JCT Contracts
- CESMM (Civil Engineering Standard Method of Measurement)
- Proficiency in:
