Seeking an experienced Senior HSE Engineer with 12+ years of experience in construction health, safety, and environmental management on large-scale, mission-critical projects. The role will be responsible for overseeing HSE compliance across all construction activities, ensuring safe execution of high-risk works and promoting a strong safety culture throughout the delivery of data center projects.


Your role
  • Lead and oversee all HSE supervision activities for data center construction projects.
  • Monitor contractor compliance with project HSE plans, risk assessments, permit-to-work systems, and statutory requirements.
  • Conduct regular site safety inspections, audits, and assessments to ensure safe working practices are maintained.
  • Review and approve contractor HSE documentation, method statements, job hazard analyses (JHA), and risk assessments.
  • Monitor high-risk construction activities including lifting operations, hot works, confined space entry, excavation works, electrical works, and work at height.
  • Ensure safe execution of electrical energization activities, testing, commissioning, and operational readiness works.
  • Verify compliance with lockout/tagout (LOTO) procedures and energy isolation requirements for mission-critical systems.
  • Review lifting plans, crane operations, rigging activities, and heavy equipment movements.
  • Monitor contractor safety performance and ensure corrective actions are implemented for identified deficiencies.
  • Investigate incidents, near misses, unsafe conditions, and dangerous occurrences, ensuring proper reporting and corrective actions.
  • Maintain and track HSE observations, non-conformances, corrective action reports, and incident records.
  • Coordinate emergency preparedness drills, evacuation exercises, and crisis response activities.
  • Ensure compliance with Qatar construction regulations, local authority requirements, and client HSE standards.
  • Participate in toolbox talks, safety workshops, site inductions, and awareness programs to promote a proactive safety culture.
  • Liaise with client representatives, contractors, authorities, and project management teams on HSE matters.
  • Monitor welfare facilities, environmental controls, waste management practices, and occupational health requirements.
  • Prepare HSE reports, KPI dashboards, audit findings, and management summaries for project stakeholders.
  • Support project handover activities, ensuring HSE documentation, permits, and closeout records are properly maintained.
About you
  • Bachelor's degree, diploma or equivalent HSE qualification. NEBOSH, IOSH, OSHA or equivalent required/preferred.
  •  Data Centre experience is Preferred.
  • 12+ years of experience.Construction HSE management, high-risk MEP works, lifting, hot works, electrical energisation, confined spaces, work at height, contractor HSE supervision, incident reporting and Qatar HSE compliance. Data centre or live/critical facility experience preferred.
