The project:
This is an opportunity to work on one of the largest programmes in Saudi Arabia. This unique project consists of major mixed-use development including sports facilities, entertainment, and arts along with all associated infrastructure.
Mace is one of the delivery partners requiring high-caliber and experienced professionals to lead integrated teams throughout each phase of the project.
Mace is seeking an experienced design compliance manager - structures to support a major programme currently in the construction phase, acting in the capacity of the engineer.
In this role, you will provide independent structural and civil engineering design assurance and compliance oversight, ensuring that all structural and civil works are delivered in accordance with the approved design, employer's requirements, relevant engineering codes, and project specifications. You will play a key role in safeguarding structural integrity, design compliance, construction quality, and technical performance throughout the delivery of complex, high-profile developments and infrastructure projects.
You'll be responsible for:
• Act as part of the engineer's team, providing independent review, verification, and approval of structural and civil engineering design and construction deliverables.
• Supervise structural and civil design compliance during construction, ensuring all works align with approved IFC drawings, engineering calculations, specifications, and employer's requirements.
• Review and approve shop drawings, material submittals, method statements, temporary works proposals, RFIs, and engineering submissions.
• Provide site-based assurance of structural and civil works, including foundations, concrete structures, steelwork, earthworks, roads, utilities, bridges, and associated infrastructure.
• Ensure adherence to approved design intent, engineering standards, constructability requirements, and quality expectations throughout project delivery.
• Identify and manage design deviations, technical non-compliance, constructability challenges, and engineering risks, driving resolution with contractors and design consultants.
• Oversee coordination between structural, civil, geotechnical, architectural, and MEP disciplines, ensuring successful integration across complex project interfaces.
• Review and verify structural systems, temporary works, construction methodologies, and engineering solutions to ensure compliance with performance, safety, and durability requirements.
• Monitor construction activities to ensure structural and civil installations are executed in accordance with approved drawings, specifications, and relevant international standards.
• Support the issuance of engineer's instructions, approvals, technical reviews, and compliance certifications in line with contractual requirements.
• Interface with contractors, supervision teams, specialist consultants, and stakeholders to ensure accurate interpretation and implementation of engineering requirements on site.
• Support authority inspections, approvals, permits, and statutory compliance processes.
• Participate in inspections, testing, commissioning, snagging, handover, and close-out activities, ensuring delivery meets operational and quality objectives.
• Provide reporting on design compliance status, technical risks, construction progress, and quality performance to senior stakeholders.
• Works collaboratively towards the common goal of a net-zero carbon transition and shares responsibility for the proactive identification and management of associated carbon emissions and reduction opportunities during project delivery.
You'll need to have:
• Degree qualified in civil engineering, structural engineering, or a related discipline.
• Proven experience in structural and civil design compliance, design management, engineering assurance, or construction supervision on major projects.
• Strong experience acting for or alongside the engineer on major projects under FIDIC or similar contract forms.
• Demonstrable experience reviewing and approving structural and civil engineering submittals, shop drawings, construction methodologies, temporary works, and site installations.
• Strong technical background in reinforced concrete, structural steel, foundations, earthworks, infrastructure, utilities, roads, bridges, or major civil engineering works.
• Experience overseeing structural installations, construction sequencing, testing, inspections, and engineering compliance during construction.
• Experience delivering large-scale, complex, or high-profile developments, infrastructure programmes, or major capital projects.
• Strong understanding of engineering design principles, structural analysis, construction methodologies, materials, and applicable international engineering standards and codes.
• Experience within the Middle East, with knowledge of authority and regulatory requirements (KSA preferred).
• Professional accreditation such as CEng, PE, MIStructE, MICE, PMP, or equivalent preferred.
• Strong stakeholder management, technical review, and engineering communication skills.
• Necessary visa criteria for the Kingdom of Saudi Arabia and relevant work experience working on high-value projects/programmes for a project management consultancy business, which are required for immigration and client approval.
