Job Purpose HanmiGlobal is seeking a highly qualified Procurement Manager to join our program management and PMCM team in Saudi Arabia.
In this role, you will spearhead the program-wide procurement frameworks and sourcing strategies for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.
You will be providing program-level leadership, governance, coordination, and commercial oversight for all procurement and tendering activities across the program, ensuring all sourcing plans, supplier management systems, long-lead item strategies, and supply chain risks are fully integrated and aligned with project schedules, technical requirements, contractual obligations, and the Client’s overall program objectives, while supporting the successful delivery of the overall development program.
Reports To: Program Director Key Responsibilities Develop and maintain the Program Procurement Management Framework, including procurement policies, procedures, standards, templates, governance processes, and reporting requirements.
Establish procurement strategies, sourcing approaches, and performance monitoring systems while ensuring compliance with contractual, regulatory, and corporate procurement requirements.
Promote procurement best practices, transparency, and governance across all development packages.
Review and assess procurement plans, schedules, tender strategies, bid evaluations, supplier selection processes, and procurement recommendations prepared by Lead Developers and delivery teams.
Monitor procurement readiness, tendering activities, and contract award processes to ensure alignment with program milestones and delivery objectives.
Verify fairness, consistency, and compliance throughout the procurement lifecycle.
Monitor procurement of long-lead materials, equipment, specialist systems, utilities, and critical infrastructure components.
Identify procurement and supply chain risks that may impact cost, schedule, quality, or project delivery, and develop mitigation and recovery strategies.
Coordinate with Planning & Scheduling, Technical, Commercial, Project Controls, and Quantity Surveying teams to ensure procurement activities are fully integrated with program delivery.
Prepare procurement reports, executive dashboards, performance assessments, and strategic recommendations for PMCM Management and the Client.
Lead procurement review meetings, supplier coordination sessions, and stakeholder workshops while maintaining procurement records, compliance registers, and performance tracking systems.
Promote continuous improvement through digital procurement systems, reporting tools, and knowledge-sharing initiatives.
Qualifications & Experience Bachelor's Degree in Procurement, Supply Chain Management, Engineering, Construction Management, Quantity Surveying, Business Administration, or a related discipline.
Chartered Professional membership or equivalent professional accreditation.
Minimum fifteen (15) years of professional experience in procurement management, strategic sourcing, supply chain management, infrastructure delivery, urban development, or major capital projects.
Experience within PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations, preferably on large-scale land development and infrastructure projects in Saudi Arabia or the GCC.
