This position is responsible for ensuring that the requirements of the contract documents are implemented and maintained throughout the contract period and to assist in the review of contractual notices of claims. 



Responsibilities

Our newest opportunity is for a Project Controls Engineer. This critical role will lead the planning, scheduling, cost control, and performance reporting for a major infrastructure programme in Riyadh. The role is responsible for developing integrated project controls systems, ensuring data-driven decision-making, guiding project teams, and providing strategic support to the client. This is a senior leadership position requiring deep expertise in programme planning, earned value management, risk analysis, and controls for large-scale, complex infrastructure developments.


  • 1. Integrated Project Controls (Planning, Cost & Performance)
    • Developing, maintaining, and updating project schedules, cost baselines, and S-curves using Primavera P6 and related tools.
    • Monitoring progress, earned value (EVM), cost performance, and forecast completion dates/costs; identifying variances and recommending corrective actions.
    • Preparing weekly/monthly project controls reports, dashboards, and forecasts for the Engineer, Project Director, Client (Qiddiya Investment Company), and stakeholders.
    • Supporting risk management by maintaining the project risk register with schedule, cost, and commercial inputs.
    2. Contract Administration & Commercial Support (Core Strength)
    • Providing strong support to the Engineer in FIDIC (or amended) contract administration, including reviewing and processing correspondence, notices, and determinations.
    • Evaluating claims (EOT, prolongation costs, disruption) and contractual entitlements, and preparing recommendations.
    • Assisting in the review of contractor/subcontractor programs and commercial submissions to ensure contractual compliance.
    3. Change & Interface Management
    • Managing the change control process by assessing impacts of scope changes on time, cost, resources, and quality, and preparing impact assessments for the Engineer’s approval.
    • Coordinating interfaces across multiple packages and disciplines typical in Qiddiya arena projects, including civil/structural, MEP, fit-out, and external works.
    • Performing delay and productivity analyses to support commercial negotiations and claims defense/mitigation.
    4. Reporting, Analysis & Stakeholder Coordination
    • Producing accurate and timely commercial and project controls reports, including cash flow projections, cost-to-complete estimates, and performance metrics.
    • Participating in progress, technical, and commercial meetings and presenting controls data and contractual positions clearly.
    • Liaising with planning, cost, QA/QC, HSE, and engineering teams to ensure integrated project delivery.
    5. Compliance & Continuous Improvement
    • Ensuring all controls and commercial activities comply with project procedures, Saudi regulations, Vision 2030 standards, and contract requirements.
    • Contributing to lessons learned, close-out reports, and handover documentation.
    • Mentoring junior controls staff and promoting best practices in project controls and contract management.





















Qualifications

To be successful in this dynamic opportunity, we envision that your career journey to date is 8 years work experience partnered with a Bachelor's degree in Civil Engineering or equivalent 8 years of your career will have been focused purely on Project Controls in Building Superstructure works


  • Must have Civil Substructure & Superstructure Building works experience
  • Expert in Primavera P6 (scheduling, resource loading, baseline management).
  • Strong knowledge of FIDIC contracts (Red Book or similar), claims management, and variation procedures.
  • Proficiency in cost management tools, Excel (advanced), Power BI, and document control systems (Aconex highly valued).
  • Experience with Earned Value Management (EVM), delay analysis, and integrated controls.
