Job Purpose HanmiGlobal is seeking a highly qualified Senior Road Engineer to join our program management and PMCM team in Saudi Arabia.
In this role, you will deliver program-level road engineering expertise and technical governance for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.
You will be providing program-level technical expertise, engineering assurance, and collaborative oversight for reviewing and monitoring all road and highway designs across the program, ensuring all road networks, street systems, junctions, and pavement designs are fully integrated and compliant with approved design standards, statutory regulations, safety requirements, and operational needs under the direction of the Technical Manager, while supporting the successful delivery of the overall development program.
Reports To: Technical Manager Key Responsibilities Review and assess road engineering reports, design calculations, drawings, specifications, traffic studies, and technical submissions to ensure compliance with approved standards, Client’s requirements, and project objectives.
Evaluate road engineering solutions for safety, functionality, constructability, maintainability, operational efficiency, resilience, and lifecycle performance.
Review road hierarchy, highway alignments, urban street networks, junctions, interchanges, pavement systems, access arrangements, and geometric design.
Assess the integration of road infrastructure with transportation systems, drainage networks, utilities, public realm, urban developments, and supporting infrastructure.
Evaluate traffic circulation, accessibility, connectivity, mobility requirements, and overall network performance to support efficient and sustainable transportation systems.
Support engineering governance by reviewing technical compliance, engineering deviations, design modifications, and Value Engineering proposals.
Assess the impact of design changes on road safety, network capacity, constructability, quality, cost, schedule, maintainability, and lifecycle performance.
Provide technical recommendations to support informed engineering decisions and effective risk mitigation throughout the program lifecycle.
Coordinate with Lead Developers, consultants, contractors, traffic authorities, utility providers, government agencies, and regulatory authorities on road engineering matters, approvals, and technical compliance.
Prepare technical assessments, engineering review comments, executive summaries, and recommendations for the Technical Manager, PMCM Management, and the Client.
Participate in multidisciplinary design reviews, technical workshops, coordination meetings, and stakeholder engagement sessions while promoting engineering excellence, innovation, and continuous improvement.
Qualifications & Experience Bachelor's Degree in Civil Engineering, Highway Engineering, Transportation Engineering, or a related discipline.
Chartered Professional membership or equivalent professional accreditation.
Minimum fifteen (15) years of professional experience in road engineering, highway design, transportation infrastructure, land development, urban development, or major capital projects.
Experience within PMCM, PMC, consultancy, developer, contractor, or client-side organizations, preferably on major infrastructure and land development programs in Saudi Arabia or the GCC.
