Job description

JOB PURPOSE / OBJECTIVE


To work closely together with the Commissioning Manager and Construction Manager and the project team to ensure that all assigned projects are executed safely, on time, and within budget in accordance with the contract and International Maritime Industries Management System (IMIMS). The candidate must be able to collaborate with other departments and communicate results and concerns to the Commissioning Manager.   Liase with all disciplines to perform pre-commissioning and commissioning of the mechanical, electrical, power and drilling systems.


KEY ACCOUNTABILITIES


• Prepare pre-commissioning and commissioning procedures for all systems to Class and Client ensuring that all procedures are approved prior to commissioning commencing.


• Conduct pre-commissioning and commissioning of all systems, including any troubleshooting.  Find solutions to problem arising during internal testing of the systems and ensure that all the systems are performing fully as per design and specification before offering to Clients and Class for customer acceptance testing.


• Attend factory acceptance tests when and where is required.


• Have weekly schedule coordination meetings with all subcontractor foremen to outline requirements of work completion, and other issues as may be required including but not limited to manpower requirements, interference coordination, inspections, and sequence of work. Distribute three-week look ahead schedules and communicate schedule requirements with all subcontractors.


• Participate in the creation of project schedules with the Commissioning Manager.


• Manage the commissioning team and coordinate with with production to ensure there is a consistent focus on a high level of detailed scope understanding and early issue identification, tracking and mitigation.


• Contribute strongly to prepare the execution strategy and work pack for NBR awarded projects.


• Ensure day-to-day running of the project is functioning in accordance with the project schedule and budget.


• Maintain a high-level control around cost of all construction consumables and equipment utilised during the construction works.


• Possess strong initiative around decision making and ability to conceptualize plans and technical solutions to deal with a wide array of standard and innovative construction issues.


• Implement, monitor, and drive the project schedule. Promptly notify management team of schedule and performance issues, be proactive in anticipating potential problems that may impact the project performance.


• Work closely with the Construction, Commissioning, Production Superintendent to design and prepare the required procedures and standard process related to rig building activities.


• Liaise with and provide support to the project subcontractors to ensure that all contract obligations are met.


• Should possess strong knowledge and understanding of shipyard HSEQ regulations and rig building job certification requirements and ensure the same is communicated to the project team on a reqular basis.


• Identify the work priorities, focus on the critical path, analyze the work problems in writing with own problem- solving mentality, accurate supervision, decision-maker with a strong convincing personality, full readiness with 'Plan B' for any unexpected issues.


• Fully responsible for delivery of all Inspection Test Records (ITR’s) under the relevant discipline by effectively delegating to the foreman and chargehands. This must be approached with a high focus on interfacing and coordination with all other discipline supervision to remove all blocks from achieving target dates.


QUALIFICATIONS & EXPERIENCE


Education


• Technical Engineering


Qualification. (Diploma or equivalent).


• Bachelor Engineering Degree (preferred).


Competencies (Knowledge, Skills & Abilities)


• Project management, time management and planning skills.


• Able to make appropriate decisions and judgments, decisive and take proper actions.


• Able to lead and manage newbuild rig commissioning


• Knowledge in handling rig building and similar offshore related projects which are of high value and with technical complexities.


• Able to coordinate and communicate with other internal & external stakeholders in newbuild projects.


• Knowledge of shipyard production trade activities, drilling system, power system, jacking system.


• Strong Knowledge in Work pack development and system.


• Able to lead and manage the Toolbox Talks effectively.


• Able to build, encourage and lead a team.


• Physical Make-up: Able to communicate orally with confidence, physically fit and able to work in extreme climatic conditions, excellent listening skills and assertive.


• Intelligence: Excellent interpersonal skills, Documentation, computer operation, procedures & systems, Problem definition and resolution.


• Aptitudes: Leadership, motivation and team working, Proactive, demonstrates ability to listen to the views of others and respond in a logical, well thought out manner without the need to resort to authority.


• Disposition: Able to relate well at all levels; conscientious, thorough, content to deal with detailed, routine work and resilience under pressure.


  Experience 


• For Diploma holders at least 17 years, for bachelor holders at least  12 years of experience in shipyard and preferably involved in  offshore activities and/or rig building. 


 Languages 


• Excellent English communication skills (oral and written).
