We are seeking an experienced Framework Program Manager to support a large, long-term infrastructure programme in the UAE, involving the delivery of a portfolio of wastewater projects.
The role will lead programme-level planning, coordination, and performance management across a portfolio of concurrent projects, ensuring effective integration between design, procurement, and construction activities. You will establish and oversee programme controls, including resource planning, delivery coordination, and structured reporting processes. You will be responsible for maintaining clear visibility of programme performance through governance reporting, KPI tracking, and data-driven dashboards, enabling informed decision-making across the portfolio. A key focus of the role is performance optimisation, including risk tracking, change control, and management of interdependencies across multiple projects. The role also requires the application of analytics and root cause analysis to identify issues, improve delivery outcomes, and support continuous improvement. This position is suited to a leader with a strong track record in managing complex infrastructure portfolios, implementing robust controls, and driving performance across multidisciplinary teams.

Qualifications
Candidate Profile / Credentials:
• Degree in Engineering, Project Management, or related field
• 20+ years’ experience in infrastructure programme or portfolio management
• Primavera P6 / EPPM familiarity
• PMP, APM, MSP or equivalent desirable
• Framework level experience and UK and GCC experience are desirable.
• Proven track record managing large-scale, multi-project frameworks or capital programmes
• Strong expertise in programme controls, reporting, and performance management systems
• Experience working with multidisciplinary teams across design and construction phases
• Familiarity with Primavera P6 and enterprise programme management systems
• Excellent stakeholder management and leadership capability in complex environments
