The Dubai Media Council is the government authority responsible for regulating and developing Dubai’s media sector, strengthening the emirate’s position as a leading regional and global media hub through progressive policies, innovation, and talent development.



Job Purpose


The Permits Executive is responsible for managing the operational processing of permits related to filming, media production, and special media activities in Dubai. The role ensures compliance with permit eligibility criteria, coordinates with relevant authorities, and supports seamless access to filming zones and regulatory approvals for both local and international media entities. The role supports applicants, resolves issues, and ensures records are accurately maintained. The role holder is expected to demonstrate strong teamwork skills and carry out his/her duties in accordance with the relevant business policies and procedures.

General Responsibilities


·Implement the operational requirements for Permits, in line with the overall Permits strategy, vision and goals.


·Work collaboratively with the Permits team, to ensure smooth and on-time delivery of services to applicants


·Provide metrics and supporting documents to the Head of Permits, to support with the monthly KPI reports



2.


Permits Application Processing


·Review and validate applications for filming, drone use, special event media coverage, and other regulated activities.


·Verify that all documentation complies with current rules and guidelines.


·Check location permissions, visa statuses, and equipment details where applicable.


·Flag non-standard requests or missing elements for escalation.


·Track processing time and ensure service delivery within SLAs.

Authority Coordination and Site Clearance


·Liaise with relevant government entities (e.g. Dubai Civil Aviation Authority, security services) for permit validation.


·Support coordination for time-sensitive or priority permit types such as VIP projects or foreign productions.


·Maintain documentation of site approvals and regulatory conditions tied to each permit.


·Confirm permit conditions (e.g. time-of-day shooting, crowd limits) are communicated to applicants.


·Support internal escalation of site or zone-related risks.

Platform Management and Tracking


·Enter and update permit statuses in the centralized system.


·Ensure documentation is stored securely and traceably.


·Run reports on permit volumes, processing time, and site-specific trends.


·Track expired, revoked, or overdue permits and flag for follow-up.


·Support digitization efforts to streamline permit workflows.

Applicant Support and Inquiry Handling


·Respond to applicant questions about permit categories, eligibility, and timelines.


·Provide support to international applicants navigating multi-agency approvals.


·Update support content such as permit guides and FAQs.


·Record frequently asked questions and propose guidance updates.


·Support the Head with resolution of complex cases.

Process Monitoring and Feedback


·Identify patterns in common applicant errors or delays.


·Recommend permit form changes or workflow simplifications.


·Participate in quality reviews and contribute to internal reporting.


·Track satisfaction levels from applicant surveys or chatbot feedback.
