The V.I.E will report to Keolis Middle East and East Asia. This entity, with strong growth ambitions, is tasked with supporting existing contracts and developing new opportunities in the region.


V.I.E Positioning

The V.I.E will join the Bids team, at the core of Keolis’s growth momentum in the Middle East and East Asia area. The role will focus mainly on the preparation and coordination of bids, supporting major tenders planned for 2026. The permanent “Platform” team includes the CEO, Finance, Legal, Commercial functions, and Bids; for large tenders, additional resources (group experts and consultants) will temporarily reinforce the Bids team. This position offers direct exposure to strategic projects in an international environment.


Engineer by training, ideally with a project management orientation, the V.I.E. has fluent English and, if possible, some initial exposure to tender processes and/or public transportation. He/She is rigorous, comfortable with numbers and data, capable of working in a demanding and evolving international environment, with a strong ability to adapt to the needs of different tenders.


Key Skills:


  • Planning and managing the response timeline (gates, milestones, committees), RACI, and critical paths
  • Centralizing RFP requirements and managing compliance (compliance matrix, Q&A, clarifications)
  • Coordinating contributions (Finance, Legal & Commercial, Technical/Operations, partners)
  • Version control, quality, formatting, and consistency of deliverables; consolidating the submission package
  • Preparing governance materials and project reporting (progress, risks, dependencies)
  • Data analysis for costing and value proposition, capturing lessons learned
  • Proficiency in Excel and SharePoint, interpersonal skills, and attention to detail
