PURPOSE:
· The Construction Manager – Civil Department Operations is responsible for planning, coordinating, and supervising civil construction activities across multiple projects. The role ensures that all civil work is delivered safely, on time, within budget, and in compliance with quality standards, contractual requirements, and regulatory guidelines. This position plays a key role in optimizing operational efficiency, managing resources, and supporting strategic project execution within the organization.
RESPONSIBILITIES:
· Lead and oversee civil construction activities across multiple projects from mobilization to handover.
· Manage daily site operations to ensure work is executed safely, on schedule, and within budget.
· Review drawings, specifications, and contracts to ensure proper execution and compliance.
· Plan and control project schedules, resources, and workflows to meet milestones.
· Coordinate with project teams (engineering, procurement, QA/QC, HSE) for smooth operations.
· Supervise site engineers, supervisors, and subcontractors; ensure accountability and performance.
· Monitor progress and productivity; take corrective action to resolve delays or issues.
· Control project costs, track budgets, and identify opportunities for optimization and savings.
· Ensure all work meets quality standards, specifications, and inspection requirements.
· Implement and enforce QA/QC procedures and ensure timely inspections and approvals.
· Enforce HSE policies, conduct site inspections, and promote a strong safety culture.
· Manage subcontractors’ work, performance, and compliance with contractual obligations.
· Review and approve material submittals, shop drawings, and method statements.
· Ensure timely procurement, delivery, and availability of materials and equipment.
· Resolve technical and site-related issues with practical engineering solutions.
· Liaise with clients, consultants, and authorities to address approvals, changes, and issues.
· Lead progress meetings and provide clear updates on schedule, cost, risks, and performance.
· Prepare and review reports, KPIs, and documentation for management and stakeholders.
Handle variations, claims, and change management in coordination with contracts teams.
· Ensure compliance with local regulations, codes, and company policies.
· Drive continuous improvement in construction methods, productivity, and efficiency.
· Mentor and develop team members, building technical and leadership capabilities.
· Maintain clear communication across all sites and departments.
REQUIREMENTS/QUALIFICATIONS:
· Bachelor's Degree of Civil Engineering or Equivalent.
· PMP (Project Management Professional)
· OSHA or equivalent safety certifications
· Professional Engineer (PE) license (where applicable)
· Minimum (10+) years of experience.
· Good knowledge in MS office (Word, Excel, PP, Outlook, ...etc.).
· Good knowledge of ERP systems concepts with proven practice.
· Good command in spoken and written English.
· Proficiency in project planning and scheduling and cost control, with the ability to effectively leverage these tools to ensure high-quality deliverables.
· Technical background in Primavera P6, MS Project, and AutoCAD, coupled with the ability to efficiently apply technical standards within a dynamic work environment.
