Technical - Office Manager

Project Leadership & Delivery

• Lead end-to-end delivery of assigned construction projects from initiation through planning, execution, monitoring and controlling, and close-out.
• Ensure all project objectives are achieved in line with contractual commitments, programme milestones, approved budget, quality standards, and Health & Safety requirements.
• Chair project progress meetings, client coordination meetings, and internal review sessions; maintain clear accountability across all project team members.
• Develop and communicate monthly, weekly, and daily execution plans cascaded from the project baseline schedule to site teams and subcontractors.
• Monitor and report project performance using SPI, CPI, milestone achievement, productivity, and quality KPIs; escalate variances with mitigation actions.

Cross-Functional Coordination

• Coordinate with Engineering/Technical on IFC drawings, RFIs, shop drawings, technical queries, and as-built documentation.
• Interface with Procurement to ensure timely procurement packages, material delivery, and vendor coordination aligned to the project programmed.
• Coordinate with Project Controls on baseline schedules, progress updates, recovery plans, earned value tracking, and reporting dashboards.
• Liaise with Contracts/Commercial/QS on contractual summaries, variation orders, claims, payment submissions, and client correspondence.
• Integrate QA/QC, Health & Safety, and Environmental requirements into project planning and execution through close coordination with functional teams.

Subcontractor & Site Management

• Manage subcontractor kick-off, progress reviews, scope compliance monitoring, Health & Safety compliance, and contractual administration throughout the project lifecycle.
• Monitor manpower histograms, equipment allocation, productivity rates, and site resource performance; implement corrective actions to maintain schedule.
• Coordinate material receipt, storage, protection, and site issuance to prevent delays, wastage, or incorrect use.
• Lead recovery and mitigation planning when shortfalls occur; develop revised plans, seek approvals, and monitor execution against recovery targets.

Project Close-Out & Continuous Improvement

• Lead project handover activities including snag clearance, testing and commissioning, client acceptance, O&M documentation, warranties, and compliance certificates.
• Ensure all close-out documentation, final reports, and archive records are completed and maintained in Aconex per BEC Arabia document control standards.
• Facilitate lessons learned sessions at project completion; document findings and share across the Projects Department for continuous improvement.

Education

• Bachelor's degree in Civil Engineering, Construction Management, or a related discipline.
• PMP (Project Management Professional) certification is strongly preferred.
• Saudi Engineering Council (SEC) registration is required or to be obtained within an agreed timeframe.
• LEED, ISO 9001, ISO 14001, or ISO 45001 awareness certifications are advantageous.

Experience

• Minimum 18–20 years of progressive experience in the construction industry, with significant exposure to Design & Build, EPC, and/or lump-sum contracting environments.
• Proven track record in leading multidisciplinary Technical Office teams on large-scale, complex KSA projects.
• Demonstrated experience on major KSA giga-projects is highly preferred (e.g., NEOM, Diriyah, Red Sea, Qiddiya, ROSHN, or equivalent).
• Deep expertise in design management, shop drawings, technical submittals, value engineering, constructability reviews, BIM, and authority approvals.
• Thorough understanding of Saudi building codes, regulations, and authority approval processes (SBC, NBC, MOMRA).
